It doesn' t matter if the engine is running or stopped. There are no differences in voltage or frequency.
Noisy
Voltage and frequency is not quite 100%. The frequency is approx. 52 Hz and sometimes even 70 Hz, and the voltage often drops below 200 V, but NB power supplies can handle a lot (even 100 V), so it doesn' t matter.
I use it on a motorcycle. Tested on Xiaomi Mi dorne 4k battery charging. It can charge one battery, when two are connected it starts to whistle. He can handle one just fine.
It has various protections
